INSPIRE - Revolutionising Training in Welding Inspection for Hydrogen Pipelines and Cedefop: strengthening learning-outcomes-based VET for emerging industrial sectors
A recent report by Cedefop, “The influence of learning outcomes on assessment”, highlights the central role that learning outcomes play in shaping effective assessment practices in vocational education and training across Europe.
The report stresses that well-designed VET systems rely on:
🔹 Clearly formulated learning outcomes
🔹 Transparent and consistent assessment criteria
🔹 Modular learning pathways that support flexibility and lifelong learning
🔹 Assessment approaches connected to real workplace tasks
These findings closely align with the pedagogical pillars of the INSPIRE project, which aims to modernise the European Welding Inspector (EWI) qualification framework to meet the growing demand for skills in hydrogen pipeline infrastructure.
INSPIRE contributes to this agenda by:
🔹 Modularising the existing qualification structure
🔹 Introducing new competence units related to hydrogen pipelines
🔹 Developing digital and immersive training resources, including augmented-reality scenarios
Piloting innovative learning and assessment approaches across Europe
By aligning qualification frameworks, learning outcomes and assessment practices with emerging industrial needs, INSPIRE helps strengthen the role of VET in supporting Europe’s green and digital transitions.
